ISF Data Element Checklist for NVOCCs and Freight Forwarders

NVOCCs & Freight Forwarders

ISF filing errors are one of the most common sources of CBP holds, penalties, and delays in ocean import operations. For NVOCCs and freight forwarders managing shipments on behalf of multiple importers, missing or incorrect ISF data creates compounding risk across your entire book of business. This checklist covers every data element required, the timing rules that apply to each, and the workflow controls that prevent last-minute scrambles.

Importer-Provided Data Elements (10 Required)

The following 10 elements must be filed by or on behalf of the importer of record. For NVOCCs and freight forwarders, your customs broker files these on behalf of each importer using a valid power of attorney.

  • Seller name and address
  • Buyer name and address
  • Importer of record number — IRS/EIN, SSN, or CBP-assigned number
  • Consignee number
  • Manufacturer name and address — or supplier name and address if manufacturer is unknown
  • Ship-to name and address — the party that physically receives the goods upon U.S. arrival
  • Country of origin — country of substantial transformation, not country of last shipment or packaging
  • Commodity HTS number — 6-digit minimum, independently verified
  • Container stuffing location Flexible element — submit as early as possible, no later than 24 hours before U.S. arrival
  • Consolidator name and address Flexible element — submit as early as possible, no later than 24 hours before U.S. arrival

Carrier-Provided Data Elements (2 Required — Filed by VOCC, Not NVOCC)

NVOCCs do not file the carrier elements. The VOCC (vessel-operating common carrier issuing the master bill of lading) files these directly with CBP.

  • Vessel stow plan — filed by the VOCC; NVOCCs and freight forwarders have no filing obligation for this element
  • Container status messages — filed by the VOCC; NVOCCs and freight forwarders have no filing obligation for this element

Filing Timing Verification

  • Standard importer elements submitted no later than 24 hours before cargo is laden aboard the vessel at the foreign port
  • Flexible elements (container stuffing location and consolidator) submitted as early as possible — no later than 24 hours before U.S. arrival
  • Short voyage rule applied: if total voyage is less than 24 hours, all elements must be on file no later than vessel departure
  • Filing acceptance confirmed from CBP (accepted transaction response) before vessel departure — not assumed based on submission alone

Data Quality Checks

  • IRS/EIN confirmed for each importer of record — required for CBP Importer of Record number assignment
  • HTS number is at least 6 digits and independently verified — not taken directly from supplier documentation without review
  • Country of origin reflects the country of substantial transformation — not the country of last shipment, transshipment, or packaging
  • Manufacturer address is a physical factory or production location — not a trading company, freight agent, or intermediate party
  • Ship-to address matches the party that physically receives the goods at the U.S. destination
  • ISF data is consistent with the commercial invoice and packing list — discrepancies identified and resolved before filing, not after entry

NVOCC and Freight Forwarder Workflow Checks

  • ISF filing responsibility confirmed in writing with each importer — broker files ISF on behalf of the importer of record using a valid power of attorney
  • Valid ISF-specific power of attorney on file with the customs broker for each importer of record before any ISF is filed
  • ISF data collection triggered at booking confirmation — not after commercial documents arrive from the shipper
  • Missing data follow-up process active before the applicable deadline — proactive, not reactive
  • CBP acceptance confirmation reviewed for each filing — not assumed based on submission status alone
  • ISF-to-entry discrepancies reviewed and corrected before entry filing — mismatches between ISF and entry data can trigger CBP exam selection
